10 - 20 Servers => 10% Discount
21 - 30 Servers => 15% Discount
31+ Servers => 20% Discount

Yes... definitely a reseller can use a dedicated server for reselling purpose. When you purchase a dedicated server its completely your decision to where you want to use the server, for setting up your own business website or for reselling smaller hosting packages. However, there are few things that a reseller has to manage such as customer billing..invoicing, Technical Support, etc... The web hosting provider surely provides tech support to resellers too but indirectly.
