Thats right it never does discloses and i don't know if it will in the future. If you are asking me the explain the the 5 sec thing i mentioned. Try thinking from a user point of view. When you SEO a site the first thing that comes in your mind is what a user(of all age) wants then what are SE's requirements and only then you think from a webmaster point of view. I have only told 5sec there are webmasters more meaner and experienced then me who scolded me for saying 5sec where as they say it should not take more then 3 sec for a webpage to load. Its not that only programming side has logic, Logic plays a very imp role in seo.
And suresh i have not mentioned a perfect speed its a guess. Try thinking from a user point of view once a while.
And grant google has not gone crazy. There are hundreds and thousands of google employees assigned for this very purpose of spending time on R & D on many things including search engine algo's. Do you really think those ppl are crazy. Now please dont ask me how I know. You can never call yourself a webmaster unless you spend time your time in getting all this info though it may sound time consuming and useless. Believe me you, its worth the time. Also about web hosting SEO servers never heard about it but if they are cheap then common hosting and fast its really cool but if its charging the same then i dont know if ppl will go for it.

Absolutely correct kelvintrinity, the SE's would never disclose the expected load time. The only way we can keep our websites have an ideal load time is to think from a visitors point of view. Also, you need to make certain observations for the websites that are ranked higher in the search engines.
