Some time it does and some times does not. I usually prefer to do the things manually. if we use the softwares for some research then it is okay but not for submissions. When its automated we try to perform more but search engines consider it as spamming for building backlinks.

Thats correctly stated by Prav, with softwares, we tend to submit to more directories that what is actually required. The result is that the search engines may think that you are spamming and as a result may penalize your website. Therefore,it is always suggested to manually submit your websites.
When directory submissions is concerned 30-40 a day should be sufficient enough, anything above this may be considered as spamming in the eyes of the search engines.

There is no need to submit your website to search engines because the search engine crawler generally find the site on thier own way, and as far as Softwares are concern they do not help you for getting targeted traffic because most of the traffics are untargeted and that won't help you to improve the traffic.

Hope this will clear the doubt.

Targeted and Un-targeted a bit of confusion

Webtools does help in promotions of web traffic in a certain way. I definitely agree to it. Now, in order to focus on targeted or un-targeted traffic depends upon your website's nature to be honest and that is how to categorize traffic.

Some Search Engine Don't crawl the website until we make a request and submit to it.

Just search for the term WEBCEO and download the application. You can use this to know more about your competitors, search for relevant keywords and here you can manage your different projects or website for better optimization. It carries lots of features that are pretty useful and helps a lot.
