Yes it is possible to host a Joomla based website on the Windows Server. Joomla requires PHP and MySQL which is supported on Windows as well as Linux. You can install Joomla yourself or our Admins can install it for you.

Websites which are based on PHP and MySQL can easily be hosted on Windows as well as Linux. Websites built using the MS SQL 2005/2008, ASP.NET can only be hosted on Windows platform.

I would suggest to look for WAMPServer so you get a windows platform with PHP, where you can use Joomla as CMS without any problem.
