I would suggest you to Install your IIS and run run as localhost then Apache can be installed as a manual start in console configuration which makes it possible to run it as localhost:8080

Few months ago I found a post mentioning use of 'start-apache.bat' and 'stop-apache.bat' for the same purpose.
