The main purpose of setting a vpn is to make it enable to access a specific resource to limited people who are located at different locations.

Its true that the same public infrastructure is used by VPN but with a distinct privacy through specific tunnels i.e. L2TP.

Its totally dependent upon encryption and decryption as it encrypts data before delivering it through the tunnel and decrypt it at the receiving end.

Improper encrypted data can not be sent so addition security is involved with it. Also the addresses of receiving end are always checked strictly.

VPN appeared as a best replacement for old popular WAN (Wide Area Network), maintaining a WAN is very expensive as it is totally depends on the distance between the two users.

Yeah, WAN is till I would call limited for a restricted area whereas VPN has no such boundaries.

VPN is a great utility for those businesses which have their offices located at different geographical areas and want to carry communication among them.
